Happy Home was born from our own journey as parents. Like so many families, we faced the questions, the fears, and the overwhelming responsibility of wanting to provide the very best life possible for our adult child with disabilities. We knew the love was there—but love alone does not answer the complex needs of adulthood, independence, safety, financial strains, and long-term stability.
We searched for something that felt right—something that honored dignity, protected choice, and kept families at the center. When we looked into agencies to help us become sponsors we were surprised to find all the area’s agencies take 25 to 35% of the reimbursement each and every month. Such a high percentage didn’t seem reasonable. So, when we couldn’t find exactly what we were looking for, we felt called to create it. Happy Home decided to open their agency to assist other families become sponsors. On average, we ask 10% of reimbursement.
Happy Home exists because we believe families should not have to choose between quality support and the comfort of home. We believe parents deserve partnership, not paperwork burdens. We believe individuals deserve to grow, thrive, and live with purpose in an environment where they are deeply known and truly valued.
What is Sponsored Residential Services?
Sponsored Residential services are a Medicaid-funded support option that allows adults with intellectual and developmental disabilities to live in a private home environment instead of a group home or institutional setting. The individual receives personalized care, daily living support, and supervision in a family-style home while remaining connected to their community.
At Happy Home, our model is built specifically for parents who want to continue caring for their adult child in their own home — with support. Instead of placing your loved one outside the family home, we empower parents to become the approved sponsor. Through Medicaid reimbursement, training, oversight, and professional support, we help reduce financial stress while preserving what matters most: your child’s stability, dignity, and lifelong connection to home.
Sponsored Residential is funded through Virginia Medicaid Home and Community-Based Services (HCBS) waivers and is regulated by Department of Behavior Health and Developmental Services (DBHDS). Licensed Providers are tasked with ensuring sponsored residential homes follow regulations 12VAC30-122-530. Sponsored residential service.
Happy Home became a DBHDS licensed provider since 2023. Our role is to ensure that services are delivered safely, ethically, and in full compliance with state and federal regulations. Happy Home is responsible for overseeing quality of care, supporting and training sponsors, ensuring individualized person-centered plans are implemented, and monitoring health, safety, and human rights protections. We coordinate with case managers, medical professionals, and families, maintain required documentation, report incidents as mandated, and provide ongoing supervision and quality improvement. Ultimately, Happy Home serves as the accountable entity that ensures each individual receives dignified, community-based support in alignment with HCBS standards and Virginia regulations.
We work as the “go between” for the Sponsor and federal and state agencies (DBHDS) including Office of Human Rights, HCBS, Office of Licensing, and local Community Service Boards (like Region 10). The steps to become fully certified for families already caring for their children may seem redundant. These regulations were created to encompass sponsors who take in other people’s children and are there to protect the vulnerable.
